Abstract
On April 15, 1989, a group of people from the ASSOCIATION OF DISABLED PEOPLE OF COTOPAXI, met at the headquarters of the Association of Retirees and Pensioners of Cotopaxi, and on April 15, 1989, several people discussed the desire to form the pre-association of disabled people of Cotopaxi, under the direction of Mr. Angel Altamirano. Ms. Nelva Fernández (physiotherapist at the IESS clinic in Latacunga), Ms. Gloria Lara (Social Worker at the General Hospital), in which it is stated that the field of disability is arduous and sacrificial where human values are in decline, since it is necessary to form an association to preserve people with disabilities, the first president being Mr. Juan José Chacón.
As an association, it has been operating since March 17, 1990, through statutes approved by the Ministry of Social Welfare with the (Ministerial Agreement 034032 of December 22, 1989 and published in the respective official register
