The parish of Tabacundo which belongs to Pedro Moncayo canton, has important natural resources such as wonderful landscapes and cultural richness like traditional festivals, which are not being used in a great way in the tourism sector due to the lack of an adequate planning by preventing the local economic development. In this way, the implementation of the Tourism Development Plan through strategic programs and projects will contribute to take advantage of natural heritage and culture richness, to improve economically the population life of the parish and generate unique experiences for visitors. In such manner, a study was carried out with the situational diagnosis of the Tabacundo parish, where the investigation of the current territory situation was based on interviews, direct observation and literature review. On the other hand, the identification and inventory of tourist attractions was performed with the use of hierarchy cards provided by the MINTUR and with INPC cards to register the movable and intangible cultural heritage, among the attractions that were identified, a total of four were registered with the hierarchy card and five with the cultural heritage card, of which three are movable cultural heritage and two are intangible cultural heritage, with a total of nine attractions. Moreover, the information was analyzed as a whole to obtain strategies using the SWOT matrix. Finally, it was possible to generate an action plan which contains the programs and projects that will allow the promotion of tourism in the parish.
